We Recommend...

that states provide a program of voluntary high-quality, preschool education, universally available to 3- and 4-year-old children from families at or below 200 percent of the poverty line.

State Board of Education adopted regulations that will require all public preschools in the state to identify any children who have limited proficiency in English and provide transitional bilingual education for them.
